"The Republic has recently expanded into Hispania, which now enjoys the formal status of a Roman Province - or two, to be precise: Hispania Citerior and Hispania Ulterior. It is to the latter where you are bound, charged with rebuilding the ancient city of Gades. Hispania is not an entirely peaceful place, however, and the local Lusitani and Celtiberian tribes are likely to prove to be difficult neighbours. Some military activity may therefore be expected, but Rome does not anticipate any significant threat to Gades.
To build a city worthy of the name, you will need help from Rome to send appropriately skilled plebs and equites to provide the industries and services you will need. You will find that some jobs may only be filled when you have ample worship facilities to attract those with the right skills to your city. Furthermore, the Senate will only allow you to provide services when they are satisfied that your city is large and prosperous enough to justify them. They have also decreed that no city in the Republic may build more than one Coliseum. Despite these restrictions, Rome has every confidence that you will succeed."
