When i started this map, i was sad, because i could only import 3 exotic goods, which meant if i was to do a population of 10000 (this is how much the game requested) it would have been almost impossible to make the prosperity 100. So, i said to myself, i will not worry about the prosperity too much, and i will try and make the highest population that i made in Caesar so far, because the map was ideal for it, with A LOT of arable land, and flat space to built on. Just like in the other map in which i made a very high population (27300) in this one, even if i made a lot of industry especially on the basic goods, i ran short of them, when i was at about 22000 population. So, i stopped exporting the basic goods, and then i started making the villas. First i made about 40 of them i think, then i made another cluster, and in total i managed to pull an outstanding number of them : 77 large estates - as high as i could upgrade them with only 3 exotic goods :(. If the map would have had 6 exotic goods, all of them would have evolved to grand mansions, because they have access to everything. That's why the prosperity is only at 65...
At the end, when i almost finished the map, i paved all the roads with plazas, and made other beatifications with made my denari fall from 120000 to just 25000. Because of those many villas, denari are not a problem in this city (in the previous high population city i was losing denari slowly every year).
Even if i made my industry to massive overproduce, and even if i made A LOT of farms, i still had a lot of unemployment in my hands, so i made towers almost everywhere on the walls, basically surrounding the city with towers - when i was under attack, my legions didn't even had to move, the towers did all the work - by the way, an annoying fact on this map, you can't buy off the invaders, you need to kill them, which surprised me a bit first time.
The city, even if it has at outstanding population - 37400, still has a perfect culture, everything has perfect coverage... the only thing that limited this city from being perfect was the lack of the last 3 exotic goods.
