Mediolanum is an easy scenario. It can be completed before any raiders show up, so there’s no need to spend money on military-its of no use. The ratings are pretty easy to complete-
Culture-the culture level of 10 can be done with a shrine, an odeum, and a clinic.
Favor- the favour you start with is already 35, so there’s no need to worry.
Prosperity- a few large insulae and medium domus, are more than enough for this.
Population-the plebs alone can cover this goal.
Security-without crimes, security rises on its own to 50(without walls).
So, let’s get started!
After pausing the game, I placed 5 insulae and 3 domus near the lake at the immigration point to keep the aqueduct lines short. With that, I put a food market and a basic goods market, making sure that the basic goods market was closed to plebs-these goods I will give to the equites to keep them happy, and then give it to the plebs when I have produced enough to keep them happy. I also placed a fountain, a shrine to Jupiter, and an odium to make sure the equites were all employed, since I placed 3 domus.
Near the farmland, I placed 1 grain farm and 1 vegetable farm, each with 2 fields. Also, I placed 2 olive farms with 4 groves, a clay digging camp, a pottery factory and an olive oil factory(I didn’t want clothing as it takes quite some time to get wool).
Then I unpaused the game.
By May, the first of the pottery came into the market, followed by the grain and vegetable harvests in July. When I had 5-6 olive oil and pottery stored, I allowed the plebs to take it. They all evolved to large insulae. To deal with the unemployment, I added 2 more olive oil and pottery factories. I also started the industry for utensils- I opened trade with Noricum, placed a trade depot, and a utensils factory. I set the amount of Iron to be stored in the trade depot to 12-I didn’t need too much of it. I also placed a luxury market to sell the utensils.
By January in the second year, The utensils were ready, and the equites took them. The domus evolved to medium domus, and I won!
If you download the saved game, there’s a bit of pleb and equite unemployment. You could counter that with a weapons industry, trade ports, and increased health facilities if you want to.
