Had a little trouble getting this to load. One of the files in the zip package is capitalized; it has to be renamed for the scenario to load.
When the scenario does load for a new game everything seems to work fine.
Dn 100,000 is a lot to start with! Maybe Dn 25,000 would be better. Enough to learn and play with, not enough to get sloppy and let your economy become inefficient.

This scenario is actually corrupt. When I unpacked it in the "Scenario" folder, it couldn't read the script files.

As the scenario loads, there is an error message 'Can not find script object: Scripts.rome'. This doesn't seem to affect the map as far as I can see; the scenario still seems playable.
Also, make sure your game is patched to version 1.2

My copy of Caesar IV just stops when the script file stops loading. I wonder what's causing it.

It's an error in the script file (Rome.cs). However, only a minor change is needed. Open the file using a text editor (like notepad), go down to about the 9th line, and change "Rome" to "rome". This line should now read:
public class rome : ScriptServer.IScript
Save and exit notepad. The script should then load OK.
Edit: noted that septimus severus above has a different solution (but haven't tried it).
