Cilicia has long been a rally-point for brigands, pirates, monkeys, and malcontents. A strong governor is needed to bring order to the province. As one of Rome's finest governors, you are commanded to build a city at Tarsus and secure the province for the Empire.

The hills of Cilicia are littered with deposits of marble and iron, which are needed throughout the Empire. Rumor has it that there may be pockets of gold waiting to be mined. Exploiting these riches is the key to building a prosperous city, however, those same riches will attract the attention of enemies of the Empire.

Your enemy is not the usual rabble of rag-tag barbarians. Once again, the Parthians are eyeing Roman wealth, and Tarsus is their prize. Parthian horsemen are well trained, and their armies capable of breaking through even superior Roman fortifications. Conquering is their goal, not just pillaging and raiding. The hills that provide your wealth may also be your best source of defense. If you survive, Tarsus could one day be one of the greatest cities in the Empire.
