Walkthrough for Caralis; 3rd Civil Republic.
Start Feb 160BC.
This is another scenario that needs more plebians than the population target of 1200 would give you. The prosperity target of 50 requires patrician housing to be developed to medium estates, with all other housing upgraded to maximum.
Stop the action as soon as the map appears on screen.
The first screenshot shows my complete housing unit used as the basis of all subsequent scenarios; 12 insulae, 6 domus and 6 villas. It gives a population of 2340 when they all upgrade. Mothball the villas until farming and industries are operating.
Note the position of the bathhouse and reservoir; they give complete coverage of the city. I put in Odium, Clinic, Bathhouse, Prefect, Engineer and Reservoir on one side with the food and basic goods markets and tax collector on the main road and the luxury market amongst the domus. (The other “hole” is left for another domus later).
I first placed the 2 clay pits in order to get bend in road correctly positioned, 3 pottery factories across the road. Open trade routes to Cisalpine Gaul and Macedonia and position the docks between the rocks on the Western shore. A timber camp in the trees and two weapons factories will fit nicely alongside the road with a warehouse and prefect post. Set docks to export pottery and weapons and import iron.
By putting 2 grain farms, 2 vegetable farms and 2 grape farms along the diagonal road from the bend, you make full use of the growing land.
Start the action. By May 160BC, the population will reach 1080. Stop the action.
Add a Theatre, Actor Colony and 2nd Odium and School to employ equites.
Insulae start upgrading in August to give the extra workers you need.

Add a grain farm, 2 grape farms and 2 wine factories.
Build 2nd Clinic to cover villas and switch villas on.
Open trade route to Latium, place dock at Western end of Southern shore, set to export wine.
Turn on the action until June, and then switch off again. Place a cattle farm.
Add an Exotic Market, Governors Villa and a shrine to Baccus near the villas.
Open trade with Achea and export grapes and import perfume. From Latium, import jewellery and salt. On the Trade Advisor screen, set all exotic imports to 3, all exports to 5. This limits imports and makes sure there are goods made available to your markets before anything is exported. Start the action.

Mop up unemployed plebs with 2 vegetable farms, a utensils factory and 3 prefects.
In March, Caesar demands 10 wine, stockpile wine until you can ship it in May, turn off stockpiling.
In August, Caesar requests 40 pottery; ensure you have arranged enough storage – ship it and favour goes to 36.
In October build an Arena, Gladiator School and a Forum so that the estates will upgrade to Medium. All the other houses will have upgraded. Put a Plaza round the patrician estates.

5 out of 6 estates have upgraded to medium giving prosperity of 55.
In August Caesar requests 25 clothing, stockpile and ship in October. Many open equite jobs require another domus.

The demand for tribute in February again. With all the ratings except favour having been met and cash piling up in the treasury, you can relax and let the game run.
A demand for 10 wine in July and a request for 40 pottery in October will leave you with a favour rating of 45.
A medium gift to Caesar will raise favour to 52 and victory is yours.
