This is a completed Valencia scenario by PaulusMaximus.
My target was
- one colloseum with city wide coverage
- each house has water coverage from reservoir
- each house has forum coverage
- perfect coverage for everything
- each house has all goods available on the map
Plebs unemployment is kept on acceptable level by the many prefects, towers and overproduction.
