Just ended it :)
At begin quite a lot of demands ( with lots of items ) ! But I managed to do every one.

Played for a while (fulfilling all demands and desires), just to realise that like 80% of the map is at such an elevated ground that you can't place any aqueducts/reservoirs on there (and therefore no bathhouses, meaning I won't be able to hit culture goals and get max level housing). No way can I cramp 12k on the bit of the lower misshapen shoreland there is... anyone know of a mod/hack which allows me to build that stuff on the high ground?

By far the most difficult level I've ever played. Took 38 years! It was driving me nuts, literally took me most of the Christmas break to figure out how to hit all the stupid demands from Caesar! Thank you so much for all the effort that went into making this scenario. I can finally sleep! hahaha

@blubb you can stick a reservoir right on the very edge of the low land (to the north of the fertile area) and have residential on either side of the reservoir. The scenario will suck your soul but be so satisfying when it's finally completed.

I actually got around to slowly re-locating the whole city to the shoreline (over a couple game years) while all the requests were ongoing (didn't miss a single one), it was cramped but I didn't even have to use the higher ground for residential buildings at all. In the end it took 15 years 7 months.
Definitely a challenging, yet not undoable mission
