Introduction

The plague that was Carthage is no more. In the final battle, Roman legions sacked and razed the powerful city. Some Senators proposed that the city site and its farmland be salted, so that no city could rise there ever again. More rational Senators pointed out that salt is quite expensive and not to be wasted. Besides, why not put the rich lands of Carthage to Roman use?

Governor, from the ashes of Carthage, you are to raise a new city. Erase the memory of the past, and replace it with the glory of Roman civilization. The Senate expects a large, wealthy city and trusts that you will be able to regularly deliver quantities of Africa’s bountiful agricultural goods.

Some troublemaking remnants of Rome’s already forgotten African enemy may harass your settlement, though organized assaults are unlikely. Do not be overly concerned by them, but you must ensure that they do not interfere with your duty to build a new, great, Roman city in Africa.
